If your home were to lose its roof as a result of hurricane damage and a flood should occur inside the house because of the lost roof, then the damage would be considered hurricane damage rather than flood damage. If, however, a hurricane should cause a lot of rain which causes your neighborhood and home to flood, the damage would be considered flood damage and not covered by the hurricane coverage.
